Member States approve pandemic agreement and WHO budget increase at WHA

In a pivotal week for global health, World Health Organization (WHO) Member States have reached several decisions at the 78th World Health Assembly (WHA) including the adoption of a new Pandemic Agreement and a 20% increase in assessed contributions for the 2026–2027 WHO budget.

The world's first Pandemic Agreement was formally adopted by WHO Member States yesterday. It outlines the principles, approaches, and tools needed to enhance international coordination across key areas, with the aim of strengthening the global health architecture for pandemic prevention, preparedness, and response. Next steps include launching a process to draft and negotiate a Pathogen Access and Benefit Sharing system through an Intergovernmental Working Group. The outcome of this process will be considered at next year’s WHA.

“Governments from all over the world are making their countries, and our interconnected global community, more equitable, healthier and safer from the threats posed by pathogens and viruses of pandemic potential,” said WHO Director-General Tedros Adhanom Ghebreyesus.

Member States also approved WHO’s USD 4.2 billion (EUR 3.7 billion) budget for 2026–27, reaffirming their commitment to sustainable financing. This is the second consecutive 20% increase in membership dues, reflecting stronger support for WHO’s role in global health and reducing dependency on voluntary contributions.
