  • Abstract:

    The Syringe Exchange Program (SEP) is part of a harm reduction approach among injecting drug users (IDUs). The Portuguese SEP at pharmacies was launched in 1993 and stopped 19 years after. In July 2014, the Ministry of Health (MH) and ANF signed an agreement and SEP restarted in January 2015 for one year subject to external evaluation. The MH will
