..In Panama, the use of controlled substances (CS) for medical and scientific purposes is regulated by the International Narcotics Control Board (INCB) and the National Directorate of Pharmacies and Drugs of the Ministry of Health. Pharmacies must have manuals of procedures appropriate to their needs that contemplate the management of CS
