  Background Information: The city of Chicago (USA) has been a sanctuary city for 38 years. During the peak of the migrant crises, various states took advantage of this by bussing their migrants to Chicago. Since one of the migrant housing facilities was near the University of Illinois Hospital, many migrants were presenting to our emergency..
