Born in Germany in 1971, Zoellner trained as pharmacist at the Universities of Valencia (Spain) and Münster (Germany), followed by postgraduate education (Master) in health economics at the University of York (UK). From 1998 to 2002, he worked as research fellow at Humboldt University Berlin, leading to the conferment of a PhD (hons) in pharmacy.
