In 1978, the declaration of Alma Ata recognized primary health care3 as the key to achieving the World Health Organizations "health for all by 2000" goal and placed nurses and community health workers (CHW) as the cornerstone behind delivering the agenda. Ultimately, resources were directed to retool nurses, CHWs and traditional birth attendants..
