Pharmaceutical expenditures account for a relatively small proportion of total health expenditures in higher-middle-income and high-income countries (e.g., a median of 16% for OECD countries), but may reach as high as 50% in low-income countries. Health- and pharmaco-economic policy tends to be a national responsibility: “how to pay for what” is..
