Background: Pharmacoepidemiologic study using administrative data relies on the correct classification of diagnosis. In Feb. 2001, the Bureau of National Health Insurance (BNHI) in Taiwan started a new policy for controlling antibiotic usage in upper respiratory tract infections (URI). However, lack of explicit definition of URI could induce bias..
