The Philippines envisions, as expressed in the Philippine Medicines Policy of 2010, that all Filipinos will have access to medicines by 2015. In this policy, universal access to medicines is defined as the equitable availability and affordability of safe, efficacious and quality medicines that will enable a health system to achieve better health..
