Iodine-131 treatment was introduced in Europe in the 1940s just after the war soon after the USA. The UK and France were the first countries to implement radioiodine therapy, since they had the first European reactors, but this was soon repeated in other states (Norway being the first of the smaller states to have a reactor in 1951).
