    Reducing Legal and Regulatory Barriers to Medication Access in the US The Durham-Humphrey Amendment in 1946, restricted access to prescription medications and authorized only licensed prescribers, primarily physicians and dentists. The prescribers distribution is less widespread depriving medication primarily to rural and inner city areas. US
